Tapestry now under JIRA

Thanks to the Apache Infrastructure Team, the Tapestry issue database
is now run using JIRA.

Although existing bug data was imported, it appears that the numbers
have all been shifted around. This is unfortunate (from the point of
view of existing bugs in existing releases).

ASF Jira keeps the original bugzilla number in an extra field -- so
you can search by this field if you're looking for an old bug report.
They've put some thinking in this migration path :)
