[SPARK-44382][BUILD] Upgrade protobuf-java to 3.23.4
### What changes were proposed in this pull request?
This pr aims upgrade protobuf-java from 3.23.2 to 3.23.4.
### Why are the changes needed?
The new version upgrades the dependency on Guava to 32.0.1, which is also the version being used by the connect module
