It's the default behavior on RHEL: https://access.redhat.com/site/documentation/en-US/Red_Hat_Enterprise_Linux/6/html/Virtualization_Administration_Guide/sect-gracefully-shut-down-guests-libvirt.html

One can change the behavior to shutdown vm, instead of suspend vm, during host shutdown, by modify libvirt-guests, but I think it should be configured by admin, not in cloudstack.
