Replace xmlParserAPIs.jar with xml-apis.jar

The install instructions for xerces2-j indicate that xmlParserAPIs.jar has been 
deprecated and replaced by xml-apis.jar (ref: http://xml.apache.org/xerces2-
j/install.html).

This enhancement is to replace xmlParserAPIs.jar and all references to it with 
xml-apis.jar.
