[CANCEL][VOTE] Release Apache Commons Validator 1.4.1 based on RC1

This vote is canceled due to the problems identified during this vote. I'm
currently planning to do as minimal changes as necessary to roll out
Validator 1.4.1 RC2, since I really want to invest my energy on [imaging].
For this reason I will not update Validator to java 1.5, since this will
imply a complete generification of the API.
