   **Describe the bug**
   Zookeeper instance packaged as part of Pulsar 2.8 build not able to connect to Pulsar 2.6 zookeeper which leads to down in Zookeeper cluster during the maintenance.
   
   
   **To Reproduce**
   Steps to reproduce the behavior:
   Start upgrading the Pulsar 2.6 zookeeper to a 2.8 zookeeper in a rolling fashion.
   
   **Expected behavior**
   Zookeeper in Pulsar 2.8 should be backward compatible with Pulsar 2.6 zookeeper.
   
   
   **Desktop (please complete the following information):**
    - AWS EC2 instance
