For starting ipsec service use "service ipsecd restart" command , similarly l2tp service.

We have a PR on fithub, or about to have one to fix this.

You have start both service on the VR has  Sanjeev said?

If both services are running, look at auth.log, could also be related to
the time on the vr? Vpn might be time sensitive so client machine and VR
might need to have time in sync.

we have already executed above commands and rebooted VR as well but no
luck.
