Reinstall operation fails because the component instance already exists.
ValueError: The instance /usr/hwx/instances/hdpcore/HDPCORE/default/zookeeper_client already exist. To change the version use set-mpack-instance command{code}

Need to add fail_if_exists flag to instance creation command and  set it to False when called from mpack_manager_helper.
