[PR] GH-2167: Quoted URI output [jena]
afs opened a new pull request, #2170:

GitHub issue resolved #2167
This PR translates raw bad characters (see IRIREF pattern `[^#x00-#x20<>"{}|^`\]`) into `\u` escapes.
This does not "fix" the URI - that's not possible.
The PR also has internal implementations for the other choices listed in #2167 (print raw, which is Jena4 behaviour; percent encoding).
This code does not do an RFC 3986 parsing of the URI string nor does it provide punycode host names.
