[PR] Site: add release-doc link guardrail [polaris]

The link cleanup is easy to regress with one copied URL.
A small check is justified here so the website keeps a clean separation between released user docs and main-branch developer docs, which is expected for an ASF project site.
This adds a locally executable `rg`-based script under site/bin and also wires it into the existing site CI job.
The check is intentionally narrow: it scans the user-facing surfaces where these regressions matter and leaves the expected developer-only areas alone.
