Add an option to fail the build in the "generate" goal if meta data is missing.
First process all classes, generate a report on what is missing and then fail. Using the report it should be possible to locate and fix all missing meta data.
The meta data to be checked are parameter descriptions and ResourceMetaData information, possibly with the exception of "copyright" because there is no good source for that (yet) and it's still generally empty.
