re: SetGoalState, I think there are two separate cases to be satisfied.

1. All processes are being restarted
2. A few are being restarted

The former, we'd want to {{SetGoalState SAFE_MODE}} to avoid the Master doing loads of reassignment work as the tservers are stopped. The latter, we'd want to not mess with the GoalState because we want to keep the system up and as "normal" as possible. I'm not sure if there's a straightforward way to implement that however..
