Perchild-like functionality for 1.3

Hi,

Not long ago there was a discussion of how to make Apache 1.3 have a
drop to a different uid to answer specific requests. Joshua and I explained
why this was a bad idea (running Apache as root, each child would only be
able to answer one request and so on) and that the perchild MPM for 2.0 was
the way to go. 

I just came across this 1.3 module. Though it has the (serious) limitations
outlined above, I thought it may be useful for some of you:
