oops, I went off half-cocked and submitted the bugzilla form prematurely... here's the full comments:

Test case:
  1) Browse to /samples/woody/v2/example
  2) Fill in some garbage in the "IP address" field
  3) Press the "Add contact" button (a <wd:action> widget

Note: this is also broken in the CVS from a few days ago, but it is not broken in 2.1.3.
