start-mapred.sh is not included into 0.23.4 release. 
I do not know if it is an intended change, however start-all.sh generates message:

This script is Deprecated. Instead use start-dfs.sh and start-mapred.sh

Either message in start-all.sh needs to be changed, or start-all.sh should be removed, or start-mapred.sh should be put back to the distribution

On branch-0.23 hadoop-common-project/hadoop-common/src/main/bin/start-all.sh should be updated to call start-yarn.sh like it does on trunk/branch-2.
