need a clonelist script

it is becoming quite common to "split" a list into two, but to minimise disruption all the existing subscribers are added to it. eg, when commits is created from dev.

a simple makelist.sh + ezmlm-sub does the job, but there are clean up operations that can get forgotten (like unsubscribing the old archive address)

This probably shares the first step of the movelist script.
