ISIS-1991: allows for the Isis system environment to be primed from
config values

that is "isis.deploymentType=SERVER" or
"isis.deploymentType=SERVER_PROTOTYPE"

to prime the system environment one can use
IsisContext.primeEnvironment(IsisConfiguration conf)
