[RESULT] [VOTE] release EL 2.2 spec version 1.0.1

The vote to release the new EL 2.2 spec passed with 4 +1 votes and no 0 
or -1 votes.  Voting +1 were

Hai Hong Xu "Ivan"
Shawn Jiang

The new artifacts will be promoted to the central repository today.
