There is the same issue in `TestMasterRegionWALCleaner.test()`
```java
// no archived wal files yet
assertFalse(fs.exists(globalWALArchiveDir));
region.requestRollAll();
region.waitUntilWalRollFinished();
// should have one
FileStatus[] files = fs.listStatus(globalWALArchiveDir);
```
Maybe we can also update the code at the same time @Apache9
