Step 4 (?) of the Installation Guide should state how to start the axis service.
 IE 

"To start the Axis service, browse to:

  http://hostname:8080/axis/index.html

Hit the link to "Administer Axis" to reach the Admin Servlet which allows you to
start and stop the Service."

This would ease installation and deployment of the samples.
