Existing implementation uses strconv.FormatBool to runs boolean values into the characters strings true or false (link [https://github.com/apache/arrow/blob/master/go/arrow/csv/writer.go#L87)]
 * Provide override functionality to supply own formatter for booleans
 * ability to output 1/0 instead of True/False

this should make the library more flexible with downstream consumers
