error with struts and validation

I'm using the validator framework under struts 1.1  I have my validation.xml 
located under the WEB-INF directory. I get the following error:

 Loading validation rules file from '/WEB-INF/validator.xml'
[26/03/03 9:59:55:423 CET] 66af1dba ValidatorPlug E org.apache.struts.validator.ValidatorPlugIn 
 Skipping validation rules file from '/WEB-INF/validator.xml'.  No stream could be opened.

What am I doing wrong ?
