taverna-scufl2-validator-* moved into taverna-scufl2-api

As discussed earlier [1], I moved the taverna-scufl2-validator*
modules into taverna-scufl2-api, and the scufl2-validator-integration
into taverna-scufl2-integration-tests.

No additional dependencies were needed in scufl2-api. The package
names remain the same, e.g.
org.apache.taverna.scufl2.validation.*
