When adding a project, there is a 'Build Definition Template' drop-down, which defaults to the DEFAULT template.

You can edit the build definition(s) attached to the DEFAULT template, and set the Build Environment there.  (To do this, click the 'Build Definition Templates' button in the left hand menu.)

After working with templates and build definitions, you may be interested in CONTINUUM-1847 (Implement global build definitions).
