Add a REST endpoint to retrieve the JSON Schema for a specific Cassandra major version. This allows API clients to discover valid \{{cassandraYaml}} configuration keys, types, and constraints for a given version before submitting updates. The handler loads the schema generated during build for the requested version. Requires \{{CONFIGURATION:READ}} permission.

Acceptance Criteria:

- \{{GET /api/v1/cassandra/configuration/schema/\{version\}}} returns the JSON Schema for the specified Cassandra major version.
- Returns \{{404}} if no schema exists for the requested version.
- Endpoint requires \{{CONFIGURATION:READ}} permission.
