In certain cases where there are multiple equal-cost paths across a network, the path chosen by an origin to a destination can be different from the path that other routers assume the origin will choose.  This results in valid-origin lists that block traffic flowing from the origin because the transit router doesn't think it's on the chosen path from the origin.
This results in balanced deliveries being intermittently released when there are valid consumers.
