From what I've been told, this is by design, because "ONLINE" isn't a valid state for caches... which admittedly is somewhat confusing.
Perhaps this should turn into a feature request for limiting the states you can set caches to only those that are valid in the UI? (REPORTED, ADMIN_DOWN, OFFLINE as far as I understand).
