### What happened?
After the package `shapely` had it's recent release to 2.0.7, we had issues installing `apache-beam[gcp]==2.62.0` through `pip` and had to run `sudo apt-get install libgeos-dev` to be able to install `apache-beam[gcp]==2.62.0` successfully.

We have this in our Dockerfile: https://github.com/apache/beam/blob/master/sdks/python/container/Dockerfile#L44 for a long time.

And our released containers also pin shapely==2.0.6 (https://github.com/apache/beam/blob/release-2.62.0/sdks/python/container/py312/base_image_requirements.txt#L151)
