[Bug 56703] "Current number of backend connections" counter ever increasing when timeouts are defined

I can reproduce another case of inflated connection count: if idle Apache
children are stopped, their connetion count isn't decremented.

Need to check, whether/how we can hook into the destruction of children (maybe
pool cleanup or similar).
