[I] How to load a parquet file from buffer [arrow]

   Here is the code I have try: 
   ```c++
   // get parquet from http url
   cpr::Response r = cpr::Get(cpr::Url{ "http://xxxx.parquet" });
   // convert into buffer
   auto arrow_buffer = arrow::io::BufferReader::FromString(r.text);
   // load buffer into ParquetFileReader
   std::unique_ptr<parquet::ParquetFileReader> parquet_reader = parquet::ParquetFileReader::Open(arrow_buffer);  # error here
   ```

   Change all the DLL into same type DEBUG fix the problem.
