We should clean up the usage of HDR_BUF_RONLY_HEAPS, and not assume it's always "3". In addition, we should consider making this configurable, via either records.config, or at least configure.ac.

This is partially fixed in TS-1150. Moving this out to "sometime" when we might need this feature. When we do, we should also make the header heap size configurable, and not static to 2kB
