Consistent logIdent

Hi!

I found many styles of logIdent ( https://github.com/apache/kafka/blob/c66e408b244de52f1c5c5bbd7627aa1f028f9a87/core/src/main/scala/kafka/utils/Logging.scala#L26 ):
"[COMP-N]: "
"[COMP-N], "
"COMP-N "

I can make it consistent if you approve.
For me, best solution, is "[COMP-N]: ".

Can I send GitHub pull request or task in Jira with patches required?
