[I] Invalid offset in sparse column chunk data for multiple predicates [arrow-rs]

**Describe the bug**
When multiple predicates are involved, the row selector strategy can sometimes become stale between predicate evaluation, causing the infamous "Invalid offset" bug
This is a retroactive bug to pair with https://github.com/apache/arrow-rs/pull/9509.
**To Reproduce**
See the test in the PR
**Expected behavior**
When `Auto` is used for Row Selection Policy, it should do the right thing.
**Additional context**
Related to an existing closed issue github.com/apache/arrow-rs/issues/9239
