Patch Set 18:

I tested that this doesn't break anything manually by starting a cluster, swapping the asterix-server binary, restarting to be sure that each NC failed to intialize the storage artifacts, and then swapping the binary back and looking at the Metadata to be sure it was there. I tried in both HEALTHY & CORRUPT startup scenarios.
