xupdate:swap and xupdate:move ?

Does anyone know what the state of the xupdate specification is:

1. Has xupdate:swap and xupdate:move been agreed upon?

2. Where can I find a copy of the specification as it is?

3. If these have been agreed upon, have they been implemented by
Xindice?
