Konstantin Shvachko resolved HDFS-14020.

Resolution: Duplicate
Resolving as duplicate since HDFS-13873 introduced {{testObserverFallBehind()}} in {{TestMultiObserverNode}}, which serves the purpose. This has also been already tested on live clusters.
