Update main user guide with narrative documentation on Struts-EL

I plan the following additions: 

Adding one short paragraph/sentence to Section 0.8, "JavaServer Pages and JSP
Tag Libraries", as this mentions the JSTL.  This would make a good segue to
Struts-EL.

Adding a section to the "Building View Components" chapter introducing Struts-EL
with some basic examples.  I'm not certain whether to number it 3.5, so it's a
section in the "View Components" chapter, or 3.4.6, so it's a subsection of the
"Other Presentation Techniques" section.

I believe that Ted is still working on figuring out how to integrate the
Struts-EL javadoc and API docs (package.html files) into the links from the sidebar.
