Similar to commons-lang3 we could build RAT with JDK25 and not fail the build:
https://github.com/apache/commons-lang/blob/master/.github/workflows/maven.yml

At the moment there are problems with too old site-plugins/dependencies such as findbugs, that are not JDK25-ready.
