It would be really handy to have more control over the call to 
URL.setURLStreamHandlerFactory which is called from WebappLoader. Would it be 
possible to have some way of overridding whether this call is made, maybe 
through a system property?. This would be usefull for launching Eclipse from 
within tomcat as it uses its own factory.
