Based on my POC's and discussions with Nanda, it seems better to approach this as follows:

Instead of modifying the metadataManager to all a single instance to support both the active fs tables and the snapshot tables, it seems cleaner to create separate metadataManager instances for each snapshot, and use that instance to creat a keymanager instance for the snapshots.

(Since we will not use the volume or bucket info from the snapshot, we should be able to use the standard volume/bucket manager instances.)
