This shouldn't be implemented. The only purpose of this library is to support Sonatype Aether and Eclipse Aether (rebranded to Maven Artifact Resolver) at the same time.
If you only want to use the latter (in other words support M3.1+), there's no need to use Maven artifact Transfer, just use Maven Artifact Resolver directly.
