[RESULT] [VOTE] Release 2.16.0, release candidate #1

I'm happy to announce that we have unanimously approved this release.

There are 8 approving votes, 5 of which are binding:

* Kenneth (kenn@apache.org)
* Jean-Baptiste (jb@nanthrax.net)

There are no disapproving votes.

Next step is to finalize the release (merge the docs/website/blog PRs,
