Need to do following changes to support Ranger Atlas Plugin from Ambari: 

1) Check stack support  and provide smart config section to Enable / disable ranger atlas plugin

2) Stack advisor changes to suggest recommended configs on enable / disable plugin actions. 

3) Ranger service creation on Enable plugin action from Ambari.
