[PR] AMBARI-26625: Complete React Background Operations and Config History parity [ambari]

JiaLiangC opened a new pull request, #4167:
URL: https://github.com/apache/ambari/pull/4167

   ## What changes were proposed in this pull request?

Complete the non-Metrics module 02 parity work against the classic Ember behavior documented by the frontend refactor baseline.

The patch reconciles Background Operations REST snapshots and realtime events, serializes request and task polling, restores native WebSocket/STOMP with classic SockJS fallback, implements terminal-state cleanup, permissions, preferences, Abort, task logs, Request Schedule inspection/cancellation, and preserves ordinary request progress entry points without confusing schedule IDs with request IDs. It also replaces Config History with server paging, sorting, filtering, suggestions, totals, event refresh, timezone-aware association metadata, recoverable failures, and selected version/group navigation into Service Configs.

Focused tests and the five-pass comparison are included. Metrics, charts, Heatmaps, Horizon Charts, widgets, and DASH-005 remain out of scope. BG-005 and BG-006 retain their documented cross-module partial boundaries. The comparison documents reference the complete baseline contributed by #4166; this branch is otherwise based directly on frontend-refactor and does not include that PR commit.

   ## How was this patch tested?

All 14 Vitest files passed: 63 tests total, including 8 module 02 files and 34 focused tests. TypeScript compilation, the Vite production build, git diff validation, and targeted ESLint for all new module files plus the modified TaskLogs component passed. The production build reports existing Sass deprecation, duplicate switch-case, eval, and bundle-size warnings. The full branch lint remains blocked by pre-existing lint debt; no npm audit fix was run. The Ember baseline validator passed with zero warnings and zero errors against the AMBARI-26624 baseline before unrelated local document translations appeared; those translations are intentionally excluded from this pull request.
