After some closer look into it, it seems that each time there is a minor release, the versions are not available any more on mirrors.
I tried to use the xml list of mirrored urls, but for older release the http request sends back the actual jar rather than an xml document...
So for now I've just updated the version of WTP used to build IvyDE (r954038). You should probably try to improve that later.
