tomcat and relative links

Hi,

what does tomcat do with relative links like this /mywebapp/public/images/image.gif.
What I see (in the logs) is tomcat cuts off /mywebapp to find the correct webapp. 
Then it tries to map /public/images/image.gif. In the log i can see 3 or 4 tries to map something (Extention etc.).
But I don't understand why tomcat can't get the image directly. Can I switch off this behavior. 
Is this behavior waste of time?
