Caused by commit f651aa361f8d8428c94420d1f5713c70ed0baf07 (changes in file {{activemq-web-console\src\main\webapp\WEB-INF\web.xml}}).

Workaround/solution: Add {{<%@include file="../WEB-INF/jspf/headertags.jspf" %>}} to every JSP file in directory {{activemq-web-console/src/main/webapp/xml/}} similar way like for JSP pages in the commit mentioned above.
