Problem with build: Can't open config file: build.xml .. SAXPars eException: com.sun.xml.parser/P-031

Hello,

Ich installed tomcat 3.1 (standalone) on NT 4.0 (JDK1.2.2 or JDK1.3) and
could run servlets 
and jsp (copying the files into /webaps/<dir>). But I cannot build them with
a build.bat/build.xml

I am assuming its my mistake, since I am new to tomcat - but I neek a clue
whats going wrong.
For Installation on NT I unzipped the distribution and set the
TOMCAT_HOME-Environment-Variable.
I edited the build.xml and created an directory-structure as described in
the dev-manual.

I get following SAXParseException while executing build.bat
