[CANCEL][VOTE] Release Apache Casbin (Incubating) JCasbin 1.100.0 (RC2)

Hi everyone,

Thanks for the reviews and advice. I'm sorry my earlier reply didn't
properly address your concerns about the Maven artifacts. I appreciate
your patience and the time you've taken to help us get this right.

I see your point now: the Maven artifacts should be available for
review alongside the source. I'm cancelling this RC2 vote so we can
get the Maven staging sorted out. Thanks, tison, for the references;
they've been helpful as we work through the Nexus setup.

We'll come back with a new candidate and fresh votes once the
remaining issues are resolved and the Maven artifacts are ready for
review.
