[PR] docs: announce Struts 7.4.0 and 6.12.0 General Availability [struts-site]

lukaszlenart opened a new pull request, #344:
URL: https://github.com/apache/struts-site/pull/344

Announces Struts 7.4.0 and 6.12.0 General Availability, both dated 2 October 2026 (promoted to dist/release that day).

   - `source/announce-2026.md`: two entries, anchors `#a20261002` (7.4.0) and `#a20261002-6120` (6.12.0), following the 7.3.0 / 6.11.0 pair.
   - `_config.yml`: `current_*` → 7.4.0 and `prev_*` → 6.12.0, so the home page GA boxes and the download page pick up both releases.
   - `source/releases.md`: 7.3.0 and 6.11.0 move to Prior Releases.

The minimum requirements are unchanged from the previous releases. I checked them against the `STRUTS_7_4_0` / `STRUTS_6_12_0` POMs: Java 17 for 7.x; Java 8, Servlet 3.1 and JSP 2.1 for 6.x. `index.html` needed no edit because both announcements stay in `announce-2026`. `jekyll build` passes locally and both anchors resolve.
